Program for creating a variety of map tile formats for mobile applications including WMS:

Not sure about performance yet, but I really like the idea of simplifying tile production from an end user perspective. Maybe this will give you dev's some ideas on how to enable a little "end user content production".

One limitation - you can only produce 256x256 tiles.
