Adding single image layers to WWJ

Here is a first atempt at a renderable SurfaceImage class that allows to 'paste' one image over all or part of the globe.


Geo RSS icon pasted over part of Europe.

It only works with images with size being a power of two though - OGL constraint ?. And only in the lat/lon projection.
