    Is there any free public WMS server that can be used in commercial applications (WW Java on Linux)?

    There are many. Google is your friend. Generally, you have to respect the conditions of use (copyright, logos..), maybe get registered and enter a key in the URL...
    See the WMS LayerManager demo, and enter any site using the '+' feature. Personnaly, I like the FAO wms, which is very complete (borders), and as I was in the oil&gas industry, NPD (Norvegian public data) server which is very complete for seismic lines, leases, and stuff like that.

        Just for info,
        An OpenStreetMap tile server can be installed in no time (for OSM, a tile server seems to be better than a WMS).
        I wrote a small script which will install it for you (on a debian machine).
        After that, you just have to reference your server in WWJ OSM tile layer.
