    I suppose it is an very old airport, built in the times when the North was not in the place where it is today.

    Or :

    It's a very-very old airport, built in the times when America touched Africa : at this time, the north was really there.

    Or :

    It's a old trick for Russians.

      Apparently, it's the world's largest compass rose.

      "Also painted on the playa near Dryden is the world's largest compass rose; inclined to magnetic north (around 13 degrees east of true north) it is used by pilots for calibrating heading indicators."
