You're right for the longitude -I modify - but it's not a meteor crater. Or it's a new and perfect one !

Label shows that it's near or in the vicinity of Oficina Grutas, so maybe some searching for that town may lead to something.

... I found nothing, but an other image, taken by Quickbird in april 2002, with the same strange circle (I am not sure of the rights concerning quickbird images, so I don't copy it) :

It's not a crater. I'm willing to bet it's quarry of some sort.

The area is too flat, and it is alluvial deposits.
The town Oficina Grytas can be found at:
                http://www.fallingrain.com/world/CI/...na_Grutas.html

                Population 132

The two concentric rings must be part of the puzzle.
                Racetrack? Bullring?

                  the Thing on World Wind

However, some other circular forms can be seen on south - but they are not as perfect as the first one - and they are not white coloured

This white ring looks like an artefact. But what about the same spot in Quickbird ?

                        Did you notice that :

                        - the circle is not perfect
                        - even with a high vertical exageration, it's flat.

                        The mystery remains. :o
