I believe most applications have to reach back to a map server located on a public network somewhere. I would like to use the visualization offered by World Wind, but on a closed network - no access to the wider internet. I greatly appreciate your time and information.

For this, you can run your own map server on a private network and create layers that make use of it instead of the default ones we provide. If you aren't familiar with this, you might want to check https://github.com/NASAWorldWind/WorldWindServerKit for the server and for example https://nasaworldwind.github.io/asse.../WmsLayer.html

If terrain model is relevant to your project, you might also want to consider hosting the elevation data on your private network. They are served from a public server by default.
