Measure Tool: Grid or Magnetic

Does the measure tool give azimuths in grid or magnetic?

As a suggestion it would be nice to have the option to choose between grid or magnetic since the difference between the two varies across the world.

Grid.

Someone would have to made a declination plugin to do magnetic.
