My suggestion is to have an option which along the lines of "always show most detailed imagery".
So, if I zoomed in on London or New York, then at each zoom level, it would show the most detailed imagery available. Personally, I don't like having to change through all the different image sets in order to find the most detailed imagery for the area I'm viewing. "Google Earth" has this feature and it really makes things more fun!
