There is a new guide on goworldwind.org that describes how to add new symbols to the MIL-STD-2525C symbol set. The guide is intended for developers who are using 2525C symbols plus a couple symbols that are not included in 2525C. The guide describes how to assign identifiers to the custom symbols, name the icon files, and place the files into a symbol archive so that World Wind can locate them as if they were normal 2525 symbols.
