CADRG Display Order

I have configured the server to host the CADRG data in wms.config.xml as below

<mapsource name="CADRG" title="CADRG">
<description keywords="RFP">CADRG</description>
<root-dir>C:\XXXXXXXX\rpf</root-dir>
<class>gov.nasa.worldwind.servers.wms.ge nerators.RPFGenerator</class>
<property name="wavelet_preload_size" value="32" />
<property name="wavelet_image_threshold" value="128" />
</mapsource>

The server always shows the finest resolution of data at a location rather than the appropriate data for the zoom level. Can the order be reversed?

Example: If I have some of the following CADRG sets covering the same area, 1:1M, 1:250K, 1:100K, 1:50K, the 1:50K always shows up. The users would rather see the 1:1M when zoomed out and switch down to the appropriate level as they zoom in.

Is there a way to make this happen?
