As a start toward mosaic extraction, it seems to me that it should be fairly simple to build a world file generator based on the World Wind Map Tile System. You have rows and columns built into the file naming convention and each tile has the same number of pixels (512X512). The measurements are in geographic coordinates so you don't have to worry about latitude distance skewing in the polar regions. Plus, since they're in degrees, the offsets in the world file will always be a constant based on the detail level.
