This a pre alpha (devs only) leaked out plugin written in vb.net.
It installs a WMS Layer getting maps from ECEDS (more Info),
better known as Earth City Lights under \images.
and uses some DX9 options to combine other layer with this one.

WMS server can provide transparancy when using PNG.
So usually this layer looks like this:

Press ALT-N to open the render options dialog:

[attachmentid=967]

It is predifined to give some interesting effect.
First you will start to intercept usual rendering with option 'once'

[attachmentid=966]

Now you see a keyed version of Blue Marble.
Only Cities are visible other is black.
There is some information about the dx9 options in code
Doing the double render is left as an exercise to the experimenter. B)

PS: As said this is developper stuff.
Be careful and await strange things.
