Is it limitation of applet?

I know basic JAVA and expaert in C++ and VC++. I am going to make applet for some R&D. I want to know why "WorldMapLayer", "ViewControlsLayer", "LayerManagerLayer" etc.. not working in applet. In case of "WorldMapLayer" & "ViewControlsLayer" is visible but not interactive and "LayerManagerLayer" is not working at all. is it limitation of applet? One new thing is "WorldMapLayer" work with interactive in online test applet page. But not working in my compile.
