I have windows firewall on XP Home, have set it to allow WW access to internet.

I am having the same problem on a laptop.

I have recently updated from dial up to Broadband. the dialup worked (slow of course), on broadband I can only get down to aBOUT 180 km altitude, then gets too fuzzy.

Any ideas?

Which version are you using? There was a server change (from data.worldwind... to worldwind25...) some 10 months ago :)
Anything lower than 1.3.5 - update to the latest version; if 1.3.5 - maybe you have older Images.xml in Config\Earth (just delete that file; there should be only @Images.xml)
