Navy reserves or what are these vessels waiting for?

They're rusting retired Navy ships. They're (relatively) too expensive to scrap in the USA so they're just tied up. The Navy used to sell ships to places like India where they'd be scrapped, but the methods used there fouled the water. Down in Alameda are a few reserve ships in usable condition. Also the USS Hornet is a floating museum between them.

I can take one!
I always wanted a boat and, damn, I would get real popular in school as the only one with an American navy vessel =) That carrier looks ok.
